We share a bed, but he never makes a move, why not?

I have been living with a guy friend of mine for a few months. His room flooded (true) and so I said he could come sleep in my room, as our other flat mate is a guy and I have a huge King sized bed. So I invited him in and we ended up cuddling and somehow I ended up spooning HIM all night. I don't even know how this happened. Now every night we sleep together and I spoon him. He will cosy up against me and then turn around so that I have to spoon him or else fall out of bed. Why do this and also why not make a move. One night I was kissing his head and he just lay there doing nothing. I feel like a huge turn off to him.
